A UPS reports overload, but the connected load is below its maximum

There several possibilities to investigate.

Eventhough the apparent power (given in Volt-Amperes) of your loads is smaller than UPS's maximum, due to small Power Factor, the real power (given in Watts) is exceeding the limit:

Your load might have Active Power Factory Correction, while UPS does not support it. APFC causes short peak above its nominal maximum:

Your load has a reactive character (i.e. based on motor or transformer) and creates in-rush currents (peak load) above its nominal maximum:
