A measured voltage is ~160V, but software shows 230V (True RMS measurement)

If the monitoring software shows 230V on the output, but you have measured something dramatically lower, possibly you are using a wrong tool.

To properly measure the voltage of a UPS without pure sine wave output, you need a special meter with true RMS. UPSs with Pulse Width Modulated output (square wave) will show proper 230VAC in the software, but measured voltage might be lower (i.e. ~160VAC). This value is expected if basic multimeter is used.
